Clinton Vetoes Partial Birth Abortion Ban

``Before I formed you in the womb I knew you, before you were born." (Jer 1:5)

On April 10, 1996 President Bill Clinton, in defiance of the will of the people, vetoed legislation that would have outlawed so called ``partial-birth abortions". This is not a partisan issue as both the House and the Senate easily passed this legislation. In fact, a recent poll of registered voters indicated that 71% of registered voters support a ban on partial-birth abortions.

Sen. Robert Smith pleaded from the floor: ``This is America. Why are we doing this? Can you imagine the pain? Why are we doing this to our children?"

Clinton, however, stated that after much ``prayer" he decided to veto it because it lacked a provision to allow the procedure to be performed in cases where the mother faced serious health complications.

This procedure has nothing to do with preserving the health of the mother. The procedure is performed with the baby already partially born. What possible good would accrue to the mother while the doctor pulls out the baby's head, punches open the back of the baby's skull, and sucks out the baby's brains -- without even the benefit of a painkiller?

The proposed exceptions to H.R. 833 were a joke. They were so broad that anyone could have qualified for an exception and had this heinous procedure.

Here were some of the proposed exceptions:

Social/Psychological Crises

  • Can no longer hide pregnancy from parents
  • Pregnancy interferes with career goals
  • Partner left - doesn't want to be a single parent.

    Youth

  • Thinks she's too young to have a baby
  • Parents think she's too young to have a baby
  • Boy friend thinks she's too young to have a baby

    Lack of Education

  • Didn't finish grade school
  • Didn't finish high school
  • Didn't finish college

    A pregnancy she feels certain she cannot continue

  • Hates being pregnant
  • Hates giving birth
  • Hates being fat

    Depression

  • Feels sad
  • Feels anxious
  • Feels alone

    Clinton is a master politician using language to mislead and deceive. Clinton once stated that he ``wanted abortion to be safe, legal and rare." Clearly, by not even supporting this ban on this most extreme and brutal form of abortion, Clinton continues to support wholesale slaughter of the innocents. Surely the babies' blood is crying out from the ground for justice. How long O Lord?

    Letter from Brenda Shafer, R.N.

    Congressman Tony Hall H.S. House of Representatives Washington, D.C. 20515

    Dear Congressman Hall:

    I read in the paper that you have sponsored a bill in Congress to make a law against what you call partial birth abortions. I encourage you to do everything you can to pass this law as soon as possible. I saw three of these partial-birth abortions up close in 1993. It was the most horrifying experience of my life.

    I am a registered nurse with 13 years of experience. In September, 1993, I was working for a nursing agency. My employer asked me if I would accept an assignment to the Women's Medical Center, which is an abortion clinic in Dayton, run by Dr. Martin Haskell. I accepted the assignment because I was at that time very pro-choice. I had even told my two teenage daughters, who at that time were ages 14 and 17, that if one of them ever got pregnant at a young age, I would make them get an abortion. They disagreed with me on this and one of them even wrote an essay for a high school class about our differing views on the issue.

    I worked as an assistant nurse Dr. Haskell's clinic for three day On the first day, we assisted in some first-trimester abortions, which is all I'd expected to be involved in. (I remember that one of the patients was a fifteen-year-old girl who was having her third abortion.)

    On the second day, I saw Dr. Haskell do a second-trimester procedure that is called a D&E (dilation and evacuation). He used an ultrasound first to distinguish the different parts. Then he used forceps to pull apart the baby inside the uterus, bringing it out piece by piece, throwing the pieces in a pan. Also on the first two days, we inserted laminaria to dilate the cervixes of women who would receive late-term abortions a day or two later.

    It was one of these cases that especially haunts me. The woman was six months pregnant (26 1/2 weeks). A doctor told her that the baby had Down's syndrome and she decided to have an abortion. She came in the first two days to have the laminaria inserted and changed, and she cried the whole time. On the third day she came in to receive the partial-birth procedure. (Dr. Haskell called it ``D&E," for dilation and extraction.)

    Dr. Haskell brought the ultrasound in and hooked it up so that he could see the baby. On the ultrasound screen, I could see the heart beating. I asked Dr. Haskell, and he told me that, ``Yes, that is the heartbeat." As Dr. Haskell watched the baby on the ultrasound screen, he went in with forceps and grabbed the baby's legs and brought them down into the birth canal. Then he delivered the body and arms, all the way up to the neck.

    At this point, only the baby's head was still inside. The baby's body was moving. His little fingers were clasping together. He was kicking his feet. All the while his little head was still stuck inside. Dr. Haskell took a pair of scissors and inserted them into the back of the baby's head. Then he opened the scissors up. Then he stuck the high-powered suction tube into the hole and sucked the baby's brains out. I almost threw up as I watched him do these things.

    Next, Dr. Haskell delivered the baby's head, cut the umbilical cord and delivered the placenta. He threw the baby in a pan, along with the placenta and the instruments he'd used. I saw the baby move in the pan. I asked another nurse and she said it was just ``reflexes."

    The woman wanted to see her baby, so they cleaned-up the baby and put it in a blanket and handed the baby to her. She cried the whole time, and she kept saying, ``I'm sorry, please forgive me." I was crying too. I couldn't take it. In all my professional years I had never experienced anything like this.

    Another case, I saw on that third day was a six-month-old (approximately 25 weeks) baby. The mother was over age 40. There was nothing wrong with this baby, she just didn't want it. The doctor used the same procedure, except he didn't use as much medicine to relax the lady as the first lady (who'd been very upset). This baby was also alive. I saw the heartbeat on the ultrasound. (Actually every baby that day still had a heartbeat at the time of the procedure.) The second baby was a little smaller than the first baby. I remember thinking how perfect this child was. This mother did not want to see it. The doctor didn't offer you this option, but if the mother insisted he let them see the baby. Otherwise he sent them back to a little room where another person examined them. A lab came and picked the babies up to dispose of them.

    I also saw a third case that day. (I was only assisting in one operating room.) This was a 17-year-old girl. She was approximately 25 weeks. The same procedure was done on this baby.

    The Down's syndrome baby was the only baby that had a defect. And that baby with Down's syndrome had the most perfect, angelic face I have ever seen. I never realized how perfect these babies really are at this point. When you hear the word ``fetus," I think a lot of people think as I did of just a blob of cells, or a mass of something. It was very revealing to me. I don't think about abortion the same way anymore. I still have nightmares about what I saw. Please pass your bill as soon as you can.

    Godlessness in the Last Days

    ``But know this, that in the last days perilous times will come: For men will be lovers of themselves, lovers of money, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy, unloving, unforgiving, slanderers, without self-control, brutal, despisers of good, traitors, headstrong, haughty, lovers of pleasure rather than lovers of God, having a form of godliness but denying its power. And from such people turn away!" (2 Tim 3:1-5)

    We are warned that the end of the age will be marked by a moral blindness and increase in wickedness. Abortion is one fulfillment of this prophecy. Health, rape and coat hanger deaths aside, the vast majority of abortions are made simply on the basis of personal self interest.

    Dayton, Ohio, abortionist Dr Martin Haskell has performed more than 1,000 partial-birth abortions. In a paper he wrote describing the procedure, he writes: ``80 percent" of these procedures, from 4 1/2 to 5 1/2 months, are ``purely elective." Dr James McMahon, during congressional testimony, stated that he performed many such abortions ``for depression" and acknowledged that he did them even during the final three months of pregnancy for ``psychiatric indications" and the youth of the woman.

    It is the epitome of self love to set aside maternal instinct and love by sacrificing an innocent life in this barbaric ritual because the mother finds the pregnancy inconvenient, embarrassing or professionally restrictive. Child sacrifice to the god of convenience will not go unnoticed by our God who once dispersed the Jews to the four corners of the earth because they caused their children to ``pass through the fire" -- spilling innocent blood in the land. (Eze 16, 36:18-19)

    As we discussed in the series ``What in Heaven is happening to America", we will be held accountable, in the eyes of God, for the actions of our leaders. Therefore, as America continues its downward moral slide, we should not be surprised to see continuing ``signature judgements" from God in the form of natural disasters. The prophet Isaiah saw the heart of man and reported that the heart was evil and desperately wicked. Just after President Clinton vetoed the partial-birth abortion bill, the heartland of America, including Clinton's home state of Arkansas, were once again struck with natural disasters. God is continuing to plead for righteousness. Is anyone listening?

    ``For you created my inmost being; you knit me together in my mother's womb. I praise you because I am fearfully and wonderfully made; your works are wonderful, I know that full well. My frame was not hidden from you when I was made in the secret place. When I was woven together in the depths of the earth, your eyes saw my unformed body. All the days ordained for me were written in your book before one of them came to be. How precious to me are your thoughts, O God! How vast is the sum of them! Were I to count them, they would outnumber the grains of sand. When I awake, I am still with you. If only you would slay the wicked, O God! Away from me, you bloodthirsty men!"

    Find Forgiveness in Jesus

    If you have had an abortion, there is forgiveness and peace through Jesus Christ. Ask Him into your Life as Lord and Saviour and He will come in and make you a new creation. The old will be washed away and ``though your sins be as red as scarlet, they will be as white as snow."
