According to the 1987 Anti-Terrorism Act, the PLO is a terrorist organization and a threat to the interests of the United States. It established certain prohibitions regarding the PLO and actions prohibiting U.S. involvement with them. However, October 22, 1999 Clinton signed a "Waiver and Certification of Statutory Provisions Regarding the Palestine Liberation Organization" for a period of six months. The Memorandum waives the provisions of section 1003 of the Anti-Terrorism Act of 1987, Public Law 100-204. Title X of the Anti-Terrorism Act of 1987 makes certain congressional findings with respect to Middle East terrorism, in particular, terrorism effected by the Palestine Liberation Organization (PLO).
The "Waiver of Certification", although an allowable action under the statutes of the 1987 Act, the waiver requires that the PLO no longer practices or supports terrorist action anywhere in the world. However, this "certification" completely ignores the fact that the Palestinian Authority and the PLO, along with Fatah (a faction of the PLO controlled by Arafat), continues to call for the use of violence against Israel. However, without this "certification", the PA/PLO could not receive funding from the US.
It is clear that the United States continues to move against Israel. Sadly, much of the movement may be tied to Clinton wanting to leave a foreign policy triumph as the legacy of his administration and perhaps gaining a more favorable place in History then that provided by the impeachment hearings.
Scripture clearly indicates that a nation is held accountable for the actions of its leaders and this is no exception. The curse of Gen 12:3 will be fulfilled as we continue to move against Israel.
Meanwhile, Russia is ready to re-arm Syria. Robert Markaryan, Russia's ambassador to Syria, stated in Damascus: "Russia is ready to supply any sort of sophisticated military technology that Syria asks for, as well as new defensive weapons, and to upgrade its old military equipment made in Russia." The Russian Interfax news agency subsequently reported that the Russian defense industry was studying sales of S-300 surface-to-air missiles to Syria. Other reports from Moscow have said that Russia may revive arms sales to Syria that could generate two billion dollars in revenue over the next five years for purchases of SU-27 jet fighters, T-80 tanks as well as anti-tank and anti-aircraft weapons.
Syria continues to arm for war with Israel while Israel is under tremendous pressure to make peace and that peace shall be their undoing ("For when they shall say, Peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape" - 1 Thes 5:3) In addition, further movement toward the Ezekiel 38 invasion can be seen in Russia's continued to arming of the enemies of Israel. Also, let's not lose sight of the fact that prior to the culmination of all things that "Damascus is taken away from being a city, and it shall be a ruinous heap." (Isa 17:1)
Syria is the last to come to the peace table and statements continue to made that do not bode well for success. On Friday, Oct 22,1999, Syrian Minister of Defense Lt. Gen. Mustafa Tlass asserted that his country will restore the Golan "sooner or later." This was again a not so veiled threat of war unless Israel completely condescends to Syrian demands. Tlass articulated Syria's position in a speech given on Wednsday: "The one who speaks of peace [referring to Barak] and simultaneously continues its aggression in confiscating lands and building settlements and proceeds in its aggression against south Lebanon, just seek to achieve a settlement that suits its special strategy which ensures its hegemony and control over the Arab nation's potentials." Tlass concluded by saying "Israel's dreams will not be fulfilled, because Damascus will not give up any of its territories under any Israeli forged claims," stressing that the Syrian territories will never be bargained.
In other news, Iran and other terrorist states have targeted tens of thousands of former Soviet biological weapons scientists; some of them are working in Teheran's weapons of mass destruction program, a Soviet defector told the US Congress. "Many of these scientists live in the United States and in Great Britain," Ken Alibek, former deputy director of the Soviet civilian biological weapons program, told the House Armed Services Committee on Wednesday. Regarded as a leading CIA source on Russian biological weapons program, Alibek said the Soviet Union has developed at least 100 strains of killer bacteria for use in weapons. In contrast, the US is still developing antidotes for those strains manufactured in the 1970s. (AFP, JORDAN TIMES, WORLD TRIBUNE)
Clinton's national security adviser Berger has warned that both Iran and Iraq may deploy Nukes. Clinton's national security adviser has warned that unless the Middle East peace process shows progress the region could be plunged into a war that includes the use of nuclear weapons [shades of Ezekiel 38]. White House National Security Adviser Samuel Berger said the region is "in the midst of a transition unlike anything we have seen." Berger raised the prospect of both Iran and Iraq deploying nuclear weapons, the first time a senior US official issued such a warning. In the past, US government spokespersons said both countries are a long way from such capability and that Iraqi programs of weapons of mass destruction have been frozen.
Meanwhile, the Middle East remains the world's leading arms market, a strategic report said on Thursday. The London-based International Institute for Strategic Studies said the leading powers in the region, particularly Egypt, Israel and Syria, continue to bolster their armed forces. The report says the region spends seven percent of its gross domestic product on weapons. Saudi Arabia purchased $10.4 billion of weapons last year after $11 billion in 1997, remaining the leading importer of weapons. The institute named the US as the world's biggest arms exporter, with foreign sales of $26.5 billion or 49 percent market share. France was in second place with $9.8 billion, followed by Britain with $9 billion, Russia $2.8 billion, Israel with $1.3 billion and China with $500 million in defense exports. The institute said Iranian and Iraqi weapons of mass destruction programs continue to garner concern. Clearly, in this authors opinion, the Middle-East has an appointment with destiny as foretold by God through the prophet Ezekiel (Ezekiel 38-39) many thousands of years ago. Today, in our lifetime, we can see God setting the stage for this event which will mark the fullness of the Gentile age as the Jew's spiritual eyes are reopened.
America's destiny is also closely interwoven with our support of Israel. There is no question that we are currently under God's arm of chastisement -- signature (warning) judgements continue to be poured out on America. How much longer before the scales of justice irrevocably tip to the side of final judgement on America? When we totally turn on Israel, Genesis 12:3 will be fulfilled and we will be cursed by God. If you have not given your life to Jesus Christ, you will have little chance in this life and none in the next to escape the judgement that is coming upon the world. If you have received God's free gift of salvation through Jesus Christ, then it is time to be walking in Holiness so you will have God's covering no matter what happens in the future. God is able to deliver His own while reserving others for judgement. God is faithful.
"Watch ye therefore, and pray always, that ye may be accounted worthy to escape all these things that shall come to pass, and to stand before the Son of man." (Luke 21:36)
Jesus is coming soon. Seek the Lord while it is still light, for the darkness is coming where no one may seek Him.
